New challenges and positioning on the EU market
1st International “WINDOW DAY 2014” Conference was held on 05.03.2014. in Zagreb at Hotel Antunović congress center and successfully gathered 180 participants, mostly profile and window manufacturers, architects and designers from 7 countries.
The organizer of the conference was Euroinspekt – drvokontrola d.o.o. in cooperation with the ift Rosenheim Institute of Germany, with the support of leading European profile producers and competent institutions of the Republic of Croatia: the Ministry of Construction and Physical Planning, the Ministry of Finance – Customs Administration, the German-Croatian Industrial and Chambers of Commerce and the Croatian Wood Cluster.
The goal of the conference was to present the new challenges of the European market and to guide product placement, taking into account the legislation, properties and labeling of construction products.
The topics answered the current issues related to EU Regulation no. 305/2011 for construction products, control of factory production and products, labeling of construction products, import and export, energy efficiency and most common barriers to distribution.
The program was started by the introductory words from the Euroinspekt – drvokontrola d.o.o. Director, mr. Sc. Mladena Komac, following which were welcomed by representatives of the Ministry of Construction and Physical Planning, Dr. Lino Fučić and representatives of the Ministry of Finance (Customs Administration), Marijana Bukić, Crimea. The first lecture on the legal framework was held by Dr. Lino Fučić, thus explaining all the requirements related to the construction products which gave an excellent platform for the next lecture by ift Rosenheim of Germany, Jörn P. Lassa, ing. Hislecture was the central lecture of the conference, as it covered the explanation of EU Regulation no. 305/2011 and the cascade system, from the position of the world’s leading window-technical institute. Furthermore, Goran Jakovac, B.Sc. ing, from Euroinspekt – drvokontrola d.o.o., presented the initial product type examination procedure and the CE marking requirements. Customs Administration Representative, Marijana Bukić, B.Sc., approached the participants in the way of customs at the border crossings and on the movement of goods on the territory of the Republic of Croatia with an emphasis on the control of the documentation that accompanies the products. Through the presentation of the German-Croatian Industrial and Commerce Chamber, Davor Okičić, B.Sc. oec., talked about the ways of connecting markets and companies through chamber services and realized projects. New trends in construction with the aim of maximizing energy efficiency were presented by prof. Ljubomir Miščević from the Faculty of Architecture, University of Zagreb, who gave a brief glimpse into the future of the challenges that will be placed ahead of the producers. As examples of good practice, two successful companies held a speech, Lokve d.d. from Lokava (HR) headed by the director Franjo Mihelčić, dipl. and Roloplast Mošić from Sremska Mitrovica (SRB), presented by the Sales Director Branislav Lj. Jovanović, dipl. Econ. The companies presented their experiences in emerging markets, positioning, branding and innovations.
During the panel discussion it was possible to ask direct questions to the participants, and the answers were given by competent persons and the following conclusions were made:
Under the new EU Regulation no. 305 2011 for construction products, each window and door manufacturer must produce their own valid Proprietary Declaration and label the product with the CE mark to allow the product to be released to the European Union market.

Both prerequisites can be offered within the framework of Euroinspekt – drvokontrola services, along with ift Rosenheim partners.
It is noted that the results obtained by cascading the test results do not correspond to the actual results of the test, and the manufacturer using this simplified transfer method and the use of other results leads to the situation indicating the results most often not achievable. It is emphasized that the Statement of the Properties and the CE markings stands legally and responsibly and suggests that the Declarations state the real and realistic features of the window or door. The cascade system is a simplified transfer of test results, but it also has its own prerequisites, eg. a cascade system can only work if the same user uses the same profile, the same seal, the same fitting, the same glass as the first sample tested by the supplier of the profile exclusively by the supplier of the profile, has introduced and supervised factory production control etc. Each factory production control in its technical folder or manual should include a periodic sampling planning item as proof that the characteristics have not changed. In any case, it is suggested that manufacturers through their factory production control and initial laboratory testing use their own results and declare the true characteristics of the Property Statement. This eliminates any suspicion of declared characteristics and ensures smooth movement of the EU market.
